    SPARC - Self Protection, Advocacy and Rights Council - in Polk County is facilitated by Partnerships in Community Living (Sparc - Partnerships in Community Living of Oregon) and hosts monthly meetings and in-person potlucks every other month.     Join Essential Services for a fun afternoon at the Oregon Coast Aquarium in Newport. This event is open to everyone in the I/DD community and is free to attend. Please note, you must arrive by 12 pm to gain admittance. Essential Services will not be providing any food or drinks for this event.
